Do the units have to be the same for both products?
Yes — use the same unit of measure for both quantities (both in ounces, or both in item counts, for example) so the comparison is meaningful.
Does a lower unit price always mean the better choice?
Not necessarily — it means the better value per unit of measure, but you should also weigh quality, how much you actually need, and shelf life before deciding.
