Zakat is due at 2.5% of Zakatable wealth (cash, savings, gold, silver, and business inventory held for a full lunar year) only once that wealth exceeds the Nisab threshold — the government notifies a Nisab figure annually for Zakat deducted from Pakistani bank accounts, based on the value of silver.
